Joe Guzi - Stark County GIS Department
Joe Guzi has worked for the Stark County Auditor's GIS Department for over 10 years. During his time there, he has been working on moving GIS Solutions to the next level, by providing application development and automated solutions to daily tasks using the entire ArcGIS Platform. He spends a lot of his free-time doing GIS Side Projects just for fun. He has also been a part time Adjunct GIS Instructor and Learning Support Specialist at Columbus State Community College since 2018.

Brandon Longenberger - Stark County GIS Department
Brandon Longenberger has been working for the Stark County GIS Department for almost 4 years. He is currently a Data Engineer, where he is responsible for developing and maintaining database architecture. He is also involved in the maintenance and standardization of scripts that automate processes performed on a daily basis. Brandon graduated from Ball State University in 2016 with a BS in GIS.

From the Ashes of Shapefiles Basic
This talk describes the slow and painful migration from a legacy GIS data structure of hundreds of shapefiles to a modern setup using a mix of Postgres, QGIS and ArcPro. Many small organizations and municipalities face this issue and it is one that is sure to resonate even with those supporting a large enterprise GIS. From shapefiles to File Geodatabases to SQL Server Express and beyond, I will detail my quest including lessons learned, achievements made, and issues encountered along the way.

Malcolm currently serves as the GIS Specialist for the City of Zanesville. He has a passion for web mapping and data visualization, and a strong desire to do good in the world. He has a Master's in International Affairs with ten years of experience in GIS. When not wrangling vector tiles Malcolm can be found digging in the dirt, strumming on the guitar, or hiking in the woods.

Re-Paving the Way: Launch of the redesigned collaboration site for MORPC Basic
Mid-Ohio Regional Planning Commission redesigned its pavingtheway.org website to provide a central location for people in the region to track road construction projects and closures.

The web site provides road construction project status updates and road closure information for member communities in the 15 county central Ohio area. Working with JMT Technology Group, MORPC scoped a new web site that includes GIS elements for mapping road projects and closures, allows for regional external agencies to update their project and closure information and provides email and SMS notifications to the public for updates on projects and/or closures in geographic areas that they select.

As Director of Data & Mapping, Aaron lead’s MORPC’s work in data, mapping, and visualization on behalf of their 70+ local government members. His prior experience includes working as a planner and research director in the private, public, and nonprofit sectors; he’s also a two-time graduate of Ohio State.

Phill Izenson - JMT Technology Group
Phill Izenson is a Senior Associate and Regional Director for JMT Technology Group. He has 26 years of project and program management experience across DOD, application development, and telecom. He also has eight years of Agile software development experience. Phill has lived in Dublin, OH for the past 20 years and has two children attending the University of Cincinnati. Phill is based out of JMT’s Columbus, OH, office.

Collaboration, Open Source Technology, and Sustainability. Oh my! Advanced
Are your efforts making an impact? Without the right data, it can be difficult to know. A shared challenge among professionals of all types is to effectively measure the impacts of our work. As part of the Mid-Ohio Regional Planning Commission’s (MORPC) sustainability work, our 2017-2020 Regional Sustainability Agenda (RSA) created a common framework for regional partners and communities to work toward measurable goals and objectives. MORPC has partnered with the Center for Urban and Regional Analysis (CURA) at The Ohio State University to create a public-facing dashboard that tracks sustainability indicators related to regional goals.

In this presentation we’ll introduce MORPC’s sustainability benchmarking efforts and explain how this opportunity for collaboration provided a win-win scenario – improving MORPC’s ability to obtain and communicate geospatial sustainability data while advancing CURA’s efforts to develop an urban observatory focused on sustainability. Then we’ll give you a tour of the shiny new dashboard and show off some of its bells and whistles. Finally, we’ll provide a birds-eye view of the system architecture and describe how we leveraged open source technologies for data ingestion, retrieval and visualization.


Katie Phillips - Ohio State University
Katie has both a master's degree and bachelor's degree in Geology from Bowling Green State University and Ashland University. She is currently working towards a second master's degree in Public Administration and Leadership at the Ohio State University. In her role as CURA's Outreach Coordinator, Katie builds relationships with students, instructors, researchers, planners, policy makers, and other people interested in urban issues and geospatial science. By investing the time to understand the problems our partners are trying to solve, Katie can offer expert recommendations on how CURA can help solve those problems. Katie also manages CURA's guest speaker series and other events and serves as the voice of CURA for our email newsletter and social media outlets. Katie has been in the Geospatial field for the past 8 years.

Adam Porr - Ohio State University
Adam is the Consulting Manager at the Center for Urban and Regional Analysis (CURA) and a recent graduate of the Master of City and Regional Planning Program at the Ohio State University. After spending a decade as an electrical engineer (B.S. 2006 and M.S. 2013, both from OSU) in the defense industry, Adam discovered a passion for sustainability and began pursuing a career more closely aligned with this. Adam and his family reside in Clintonville (Columbus). He is a tireless advocate of Free Software and transportation cycling, and enjoys backpacking, gardening, and fermenting all sorts of things.

Natalie Hurst - Mid-Ohio Regional Planning Commission
Natalie Hurst is the Data Analyst at the Mid-Ohio Regional Planning Commission. She graduated, with honors, in May 2019 from The Ohio State University with a Bachelor of Science in Public Policy Analysis. Before joining MORPC, she analyzed data as a research assistant at the Ohio Department of Education and the Ohio Education Research Center. She also conducted molecular genetics research internships at Ohio State, Stanford, and Harvard Universities. In her work at MORPC, she continues to strengthen her research skills in data projects related to public policy, specifically in the areas of economic growth, environmental sustainability, and equity. Natalie is currently studying at OSU to earn her Masters of Translational Data Analytics.

The Importance of Spatial Analysis and Data Collection in Cultural Resources Management Basic
As the world continues to grow, protecting our cultural resources is more important than ever. With roadway expansions, bridge replacements, and other various developments occurring, a survey must be conducted to clear the area being impacted of these important resources. GIS is a vital tool in these surveys, and the data collected is important on many levels. When a site is found, the spatial data recorded is what can help interpretations and potentially predict further impacts and locations of resources associated with these sites.

In this session, we will be discussing some basic methods applied, project by project adaptation, and some studies where the use of GIS and historic maps were very important in the interpretation of archaeological sites.


Sarah Baughman - The Markosky Engineering Group, INC
I am originally from Ligonier, Pa but recently moved to Latrobe, PA. I graduated from the Indiana University of Pennsylvania in 2017 with a degree in GIS and a degree in Archaeology. I had been interning at the Markosky Engineering Group in 2016, and was offered a full time position as a Staff Archaeologist/GIS Technician when I graduated. I got to use both of my degrees and do work that I love. I was just recently promoted to be the GIS Lead at the company, and I am currently enrolled at Penn State. I have been using GIS and doing various spatial analyses for about 7 years, and there is rarely a day that goes by that I don't do either one.

Workshop - ModelBuilder and Python: Two Peas in a Pod IntermediateAdvanced
When it comes to developing geoprocessing pipelines, ArcGIS ModelBuilder and Python are a combination that can’t be beat! In this workshop we will describe how to build a geoprocessing pipeline that leverages the flexibility of Python and its panoply of packages while retaining the simple and familiar ModelBuilder user interface. As an example, we’ll walk through a hybrid model/script that downloads U.S. Census data via the Census API, performs some simple manipulations of the data, joins it to geography polygons (also automatically downloaded from the Census website), creates a map, and publishes via ArcGIS Online. Attendees will learn about the complementary strengths and weaknesses of Python and ModelBuilder, how to use Python to fetch U.S. Census data and prepare it for use in ArcGIS, and how to incorporate Python code in a ModelBuilder model as a script tool. Attendees should have some familiarity with ModelBuilder. Familiarity with Python is helpful, but not required.

Metropolitan Statistical Areas of Northeast Ohio: Past, Present and Future Told through a Story Map Basic
At its largest geographic size in 1993, the Cleveland Metropolitan Statistical Area (MSA) consisted of 8 counties, and in 2003, due to the criteria changes, it was reduced to only 5 counties and has remained this way ever since. This dramatic change is most evident when comparing it to other MSAs in the country, showing that the Cleveland MSA is much smaller in geographic size than its peers. This has implications far beyond how Census data is summarized, and greatly affect the economic development of the region.

NOACA staff have created a simple, modern and interactive story map using the ArcGIS Online platform to help inform the public about MSAs. The story map seamlessly guides the user through the background of what an MSA is, why it is important, and an overview of the MSAs of Northeast Ohio in the past and into the future. Geographic comparisons of other regions are highlighted within the story map to provide an understanding of how Northeast Ohio stacks up against its peers. In addition to interactive maps, graphical analogies and summary tables are included to clarify the obscure topic of MSAs and convey their importance in the economic development realm.

Overall, the story map’s goal is to take a data-intensive research report with many static maps and tables, and turn it into a unique, interactive website featuring dynamic maps and excellent graphics that will reach and interest more stakeholders and members of the general public.

Derek Taylor - NOACA
Derek Taylor has worked in the GIS and data research field for 10 years. After earning his Masters in Urban Planning, Design, and Development (MUPDD) degree from Cleveland State University (CSU) in 2009, he has worked as a GIS analyst and researcher for various local governments, community development corporations, and economic development agencies. Currently at NOACA, he is the manager of transportation modeling and data analysis. In this position, he works with the agency’s travel demand model for scenario planning, specifically developing the model’s input data, such as socioeconomic forecasts and road network layers, as well as spatially analyzing the model’s outputs like future traffic volumes and congestion levels.

Chad Harris - NOACA
Chad Harris, GISP has nearly 15 years of professional GIS experience mostly within the public sector. He has a bachelor’s of Urban Planning from the University of Cincinnati and specializes in integrating GIS solutions into the planning process. For the past nine years he has managed NOACA’s GIS data and web applications and has assisted on a wide array of projects.

Building Mobility As A Service: Using OpenTripPlanner, Open Source GIS Intermediate
Mobility as a Service (MaaS), is a rider-centric public transport construct unifying various forms of mobility as a single package of bundled services. Removing barriers to accessing the MaaS ecosystem will increase its use. This session examines deployments in MaaS, OpenTripPlanner, and how this is changing travel behaviors and patterns.

We will discuss our open source GIS, multimodal trip planning application, Pivot, which was built for Columbus as part of the USDOT’s Smart City Challenge. Pivot uses trip optimization services that connect with public and private mobility providers to create customized trip itineraries for the traveler. A unique characteristic that differentiates Pivot from other transit applications is the use of machine learning for the trip optimization feature. Pivot includes integrating blockchain technology to ensure security while maintaining transparency. Hyperledger Fabric Blockchain was chosen because it is an open-source, transaction ledger that can support more than a thousand transactions in a second.

Darlene Magold is the CEO of Etch (formerly MTECH Solutions), a woman-owned, small business, (WOSB)and DBE located in Central Ohio. She graduated with a BS in Environmental Geology from The University of Dayton and an MA in Geography/GIS from Ohio State. Darlene has over 20 years of professional experience including managing government projects of all scales. She has worked with several clients throughout Ohio and the United States to integrate GIS applications into daily workflows for more efficiency. Darlene has also built and managed teams of project managers, application developers, database analysts, engineers, and analysts, and has worked with several entities for the past several years.

Keynote: Geospatial: A National Perspective  
Jeff Lovin, Woolpert Government Solutions Market Director and current President of the American Society of Photogrammetry and Remote Sensing, will give his perspective on the nation’s geospatial landscape. He will discuss important national initiatives, such as the Geospatial Data Act, and their intended impacts on Ohio communities. Jeff will provide an overview of federal programs that benefit the state and local communities, including the U.S. Geological Survey's 3D Elevation Program, U.S. Army Corps of Engineers National Coastal Mapping Program, and the National Oceanic and Atmospheric Administration's newly updated coastal mapping and resilience strategy. Jeff will conclude with a discussion of the new airborne sensor technology behind these programs, the role of artificial intelligence and deep learning in mapping, and the migration of this big data to the cloud.

Ohio Weights & Measures for Field Operations and Data Collection Intermediate
The Clark County Auditor’s Office sought an alternate approach to collecting and reporting Weights and Measures across their county jurisdictions. In 2019, the Clark County Auditor’s office, along with Bruce Harris & Associates, began application development and testing. Previously, county staff members were responsible for completing paper sheets and then data entering the sheets into a Microsoft access database. By fall 2019, the county began collecting data in the field utilizing ESRI Survey123 and Collector for ArcGIS using an Apple iPad. The county is also running R/RStudio in conjunction with MS SQL Server for reporting their state mandated reports.

Shayne Gray - Clark County Auditors
Mr. Gray joined Clark County over 27 years ago working at the Engineer’s office and has spent the last 16 years working at the Auditor’s office. His experiences include working with several county agencies to expand the use of GIS in their daily decision making processes.

Mr. Gregorich joined Bruce Harris & Associates in 2015 and has over 12 years’ experience in the field of GIS. His experience includes countywide reappraisal, land records conversions, CAMA data analysis, and cadastral mapping.

Steven Gonzalez - Bruce Harris & Associates
Mr. Steven Gonzalez joined Bruce Harris & Associates (BHA) in 2018 as a GIS Analyst. He received his Master of Science (M.S.) in Geography from Texas State University in 2018. He is adept at using Python, SQL, and R in conjunction with various GIS software for the collection, conversion, analysis, and mapping of various GIS data.

Modernize your Workflow: Cloud based Mobile Appraisal and patent-pending Sketch Verification Intermediate
Does your Auditors office still use paper in the field? Do your historical building sketches have issues, but you don’t have the time, money, or manpower for the traditional Sketch Verification approach? Build Your Own Geocoder in QGIS Basic
Geocoding a csv of addresses is a common problem in GIS. Using ESRI's online geocoder will consume all of your organization's credits, and Google's geocoder limits the records you can locate for free. Faced with those realities, what other options exist? Luckily, several open source alternatives exist. This talk will walk through creating your own address locator using the MMQGIS Plugin in QGIS and one of the free county LBRS Centerline shapefiles maintained by your very own OGRIP! Pandering! If time permits, I might whet your appetite for the Census Geocoder and Pelias Geocoder, two other low cost alternatives.

Monument Basterds!: The Top-Secret Hunt for Mapping Data to help end WWII Basic
Part Monuments Men, part Inglorious Bastards! All covert mapping badassness! As the war slowed in Europe, and tensions continued to mount in the Pacific, the United States was hungry for any information that could bring World War II to a quicker end. Enter Floyd Hough and his band of scientists, engineers, interpreters, and infantrymen. This covert group of individuals was given a top-secret task to hopefully advance the Allied Troops in all theaters of war. Their challenge? To retrieve Nazi maps and geo-based information that might give locations of troop movements, bases, topography, and more in occupied enemy territory. Over the course of a few months, this group of map collectors managed to collect over one-hundred tons of geodetic information that would shape the end of the war and the future of global coordinate systems. In this talk we will focus on the task, the results, and the impact that this covert operation had on both an Allied victory in WWII and the future of global geodetic information.

Last year in 2019, OGRIP recognized efforts in developing an EGIS with a Best Practice Award. The City formed a partnership relationship with Davey Resource Group's GIS/IT division to help create the EGIS. The National Map and more! Basic
The National Map has a wealth of resources to help you achieve your GIS goals. Whether it is accessing lidar elevation data collected as part the USGS 3D Elevation Program or acquiring National Hydrographic Data to use as a basis for analysis or display, the National Map is a one-stop portal for this information. In this presentation, you will learn what data and tools are newly available on the National Map. If you have a data need that is not already addressed within the National Map, this presentation will also provide an overview of how SeaSketch can be used to share your data priorities with other collaborators.

Cynthia Rachol - US Geological Survey
Cynthia Rachol is a hydrologist and an Associate National Map liaison. She has been with the USGS since 1999 as a scientist within the Upper Midwest Water Science Center located in Lansing, MI. Her research interests have been primarily focused on sediment transport related to dam removal, natural channel design, flood inundation modeling, and monitoring nutrient and sediment transport from agricultural fields. Cynthia has been a Certified Floodplain Manager since 2011 and is one of the newest additions to the USGS' National Map User Engagement Team.

Charley Hickman - US Geological Survey
Charles Hickman is the USGS National Map Liaison to Michigan and Ohio. Charley lives in Columbus, Ohio and has worked for USGS since receiving a degree in geography from OSU in 1985.

Helping to Track FEMA Documentation One Material at a Time Intermediate
Keeping up to date on FEMA documentation can be a challenge even for municipalities that have done it in the past. With this in mind, ESRI partnered with Woolpert to develop a FEMA documentation application to keep track of FEMA related documents in one place. This was released in the middle of the COVID-19 pandemic and was first introduced to airports. However, this application has a large audience outside the aviation world, including local municipalities as well. While this application was designed with the COVID-19 pandemic in mind, it can also be used for various FEMA events in the future.

This tool uses out-of-the-box ESRI functionality with no custom coding required. The foundation of the application is a user-friendly ArcGIS Online Hub site. This allows users to have a landing page that takes them to the various components of the application. The first component of the application is the actual survey which is built on Survey123 technology. We developed a survey form to help users keep track and upload documentation both in the office and in the field. The second component was an ESRI operational dashboard which allows users and management to quickly see what has been tracked to date inside the application. This gives users a high-level viewpoint without reporting on the data. The final component consists of the data reporting into a FEMA formatted PDF. This process uses the feature reporting option of Survey123.

Collaboration During the Covid Crisis Basic
In mid-March of 2020 spatial data for Covid cases and outcomes in the state of Ohio was available from myriad sources, but was frequently unorganized, unvetted, and without citations. GIS practitioners across the state sought valid and relevant data and reliable sources. The GUONO GIS user group and the Ohio Chapter of Urisa partnered to forge a statewide collaborative approach to spatial data during the Covid crisis. A Slack space was set up, and weekly calls were established to share and debate various approaches to providing data to our stakeholders. The sensed consensus from the Slack space and calls was that GIS users wanted a one-stop shop for data applicable to the COVID pandemic. A COVID-19 GIS Hub was created using OGRIP's GIS portal that organized the geospatial datasets, dashboards, web apps, and other resources into an application used by GIS professionals across the state. The Hub is a living application and is expanded as information becomes available. We will discuss the evolution of this endeavor as well as our lessons learned and our hopes for preparation for inevitable future crises.

Bill Mellman - Clermont County Water Resources
Bill Mellman has a BS in Computer Science and started his career in IT. In the early 2000's he lateralled into GIS. He has worked for Clermont County since 2008, first for the Stormwater Department and now for the Office of Environmental Quality.

Dick Kotapish - Geo-centric Consulting, Inc.
Mr. Kotapish is a senior GIS Project Manager, implementing GIS for local governments and conservation organizations for over thirty years. He has extensive project management experience performing cadastral, utility, imagery and land-records-based data conversions, geospatial application development, database development, and training. Mr. Kotapish now consults through his firm, Geo-centric Consulting, Inc.

Linda Slattery - Ohio EMA
Linda Slattery is the GIS Database Administrator for the Ohio Emergency Management Agency since March 2020. Prior to joining the Ohio EMA, Linda spent 25 years at the Ohio Environmental Protection Agency in both the GIS/IT department and the Division of Drinking and Ground Waters.

Workshop - Importance, Impact and Integration of Next Generation 9-1-1 and GIS BasicIntermediate
Tune in to understand the integral part GIS plays in Next Generation 9-1-1 (NG9-1-1). Without GIS, there is no NG9-1-1, and it is important to understand how GIS fits in as a driving component of the next generation of live-saving technology. Whether you are new to GIS, new to 9-1-1, or a seasoned professional in either environment, this presentation will include the latest in Ohio’s statewide approach to NG9-1-1, as well as an overview of how successful 9-1-1 centers have already begun their integration of systems.

Rob Jackson - State of Ohio 9-1-1 Program Office
Current Ohio 9-1-1 Administrator of the Ohio 9-1-1 Program Office. Retired from the Ohio State Highway Patrol as a Captain where he was the commander of the Technology and Communications Services Section. Holds a Bachelors Degree from Ohio University and a Masters Degree from Marist College.

Jay Somerville - Northwest Regional Emergency Communications Center
With 35 years of public safety communications experience here in Ohio, Jay is currently the Director of the Northwest Regional Emergency Communications Center located in Dublin, Ohio. He serves as Chair of the Ohio PSAP Operations Subcommittee and is the Ohio Chapter Executive Council Representative for the Association of Public Safety Communications Officials International (APCO).

David Blackstone - OGRIP
David Blackstone has been serving as the executive director of the Ohio Geographically Referenced Information Program (OGRIP) since 2017. In this position he oversees the coordination and development of statewide geospatial initiatives that benefit all levels of government as well as the private sector.

Roger Hixson -
Roger Hixson, ENP, is the former 2001-2018 Technical Issues Director of the National Emergency Number Association, coordinating many of NENA’s activity areas, including wireless 9-1-1, Internet Protocol technical and strategy issues, national 9-1-1 Text, and was an originator of and coordinated the overall NENA NG9-1-1 Project plan and system development. He has worked in various areas of 9-1-1 service for 32 years, has chaired numerous 9-1-1 advancement efforts, at the state, national, and corporate levels, and received the NPSTC (National Public Safety Telecommunications Council) Lifetime Achievement Award, the 9-1-1 Institute Industry Award, and the NENA Development Steering Council Visionary Award. Roger holds a Systems Engineering degree.

Stephen Ashurkoff - Comtech
Stephen Ashurkoff is responsible for Next Generation 9-1-1 Solutions at Comtech and is an Emergency Number Professional (ENP). He is an active member of the Association of Public Communication Officials (APCO) Standards Development Committee (SDC Main), the SDC Cybersecurity Committee, and serves as the Vice Chairman of the SDC Technical Sub-Committee. He holds a Bachelor of Science in Foreign Service from Georgetown University and a Master of Business Administration from the University of Michigan. Stephen resides in Virginia. Comtech is the vendor contracted for NG9-1-1 Core Services.
